Harvest level 3 is a quest in the Getting Started questline that requires you to obtain at least 2 Iron Ore. To mine Iron Ore, you need at least a Certus Quartz Pickaxe or better. It can not be mined with Flint or Copper tools.
You can skip to this harvest level by melting iron tools in a smeltery, although this quest book does not give any rewards.
